Why is system time keep getting reset to GMT time

I keep setting my time to EST. It keeps changing back 3 hours to GMT time.
How can I fix this? I am running XP Pro.

One or more options/settings in an ever-growing number of third-party
applications may be disallowing the change(s) from "sticking". These include
but are not limited to Ad-aware's Ad-Watch, Spybot Tea Timer,
SpywareBlaster, SpySweeper, Spyware Doctor, Norton AntiVirus, McAfee
VirusScan and/or Antispyware, and Zone Alarm (Free and Pro).

So How to I fix the problem.
I do have Norton Anti Virus, and Norton says it is not them.

Since we can't see your computer, you need to carefully go through all
the programs you have installed and find out which one of them is
disallowing the change. Also check if you are doing something
non-standard and time-syncing (perhaps with an Atomic Clock type of
program) to the wrong time server.

OK, I guess I need to check the time before I launch any program and see
which one is resetting it. It is not at startuip time because I just tried
rebooting, and the time is still correct.
