Why is "protect document" option unavailable in tools and forms?

I've made a word 2003 document, but I am unable to uset he protect document
feature either from the tools menu or the forms toolbar. Can anyone tell me
why this is?

No if is not a mail merge document, I found why I am unable to protect the
document. Word is opening in VB Design mode.

Why is word automatically opening in Design mode for this document, no other
documents open in design mode except this one or others that i create with
parts of this document.
 
I suspect you inserted controls from the Controls Toolbox rather than
formfields from the forms toolbar. You may have to start your document over
from scratch and copy text content into the new document.

What you are talking about is what Word calls an "online form." Check this
in help. For more about online forms, follow the links at
