Why is Outlook XP just sitting there with 0% when I press Send/Re

I have several users who connect to an external POP3 email account. every so
often when you press on Send/Receive the task bar sits at 0% and does
nothing. I have updated them to all of the latest Service packs but it still
happens.Can anybody suggest anything else I can try.
We are not using an Exchange Server
 
Might the users be having Internet connectivity issues?
 
Hi Vince, It only happens to a few individuals but you can access the
Internet okay and most of the other users email seems to be working okay
which is why it does not make sense.
