Why is Outlook not responding from the system tray?

Operating Windows XP, home PC, not on a network. Have set Outlook icon to
always show in system tray. Right-clicking opens command menu dialog box
with option to "Open Outlook". Balloon tool tip opens stating Outlook is not
responding and provides brief, unclear instructions if I am using an Exchange
server e-mail account. I don't believe I am using an Exchange server e-mail
account. What needs to be done to make system tray Outlook icon functional
(be able to open Outlook from system tray)?
 
How many instances of outlook.exe are running? If more than one, this is the problem. Close all instances and then open Outlook from your normal desktop/QL Bar shortcut.
