Why is my rule not running automatically, only manually?

My rule does 2 things: it first responds to messages with specified text in
the subject line (using a canned response), then it moves the messages to a
new folder. Why doesn't this rule run automatically?

Do you ever receive any inbound e-mails with the text the rule looks
for?

Do you have other rules? If so, how do you know that Outlook gets to
this rule? Disable all rules except the one that you want to test,
and then test it alone. Then enable the other rules. If the wanted
rule doesn't fire then it is because prior rules prevent getting to
the wanted rule.
