why has one file always the FrontPage symbol (white arrow in blue circle) when closed?

When I open a file to edit in FP2000, it is flagged by the FrontPage
symbol (white arrow in a blue circle),
and also a pencil icon. When I close the file, this disappears.
However, there is one file that always has the FrontPage symbol (with
a square around it) but not the
pencil icon, even when all files in the web are closed?
What does this mean?
