Why filename of simplified Chinese not allowed in compressed folde

I sent a file with filename of simplified Chinese to compress folder, but xp
return an error message saying "..contains characters in its name that
compress folder cannot store". I am using English version of xp and I can
send files with filename of traditional Chinese character to compress folder.
Can anyone tell me the cause and solution?

As far as I can glean from a google of the error message and also
"compressed folders unicode", the issue is due to a problem with XP
compressed folders and some unicode characters.
