Why don't sent items appear in the Outlook sent folder?

Using Outlook 2007. Items that I have verified as actually sent do not appear
in the Outlook "sent" folder. How do I fix this?
Additionally, the same items that have actually been "sent" build up in the
Outbox folder and I have to delete them. How do I undo this?
