Why don't I get 3 images of a pressed button in Frontpage 2003?

I'm using an embossed capsule button in FrontPage 2003. The preview in the
Interactive Buttons dialog shows that 3 images of the capsule should be
saved, and subsequently used, for clicking on the button in the webpage.
However, when I save the page and the Save Embedded Files dialog appears,
only one button is being produced by FrontPage. When I check it using F12
the button disappears on mouseover.
I have the Create hover image, the Create pressed image, and Preload button
images all ticked in the Interactive Buttons dialog.
Can anyone help?

Verify you have selected all 3 in the IB dialog - Images

There are 3 Options in the Image Tab in Insert Interactive Button that all should be selected
- Create Hover image
- Create Pressed image
- Preload Images
