why don't dot leaders start well on a table of contents?

Need help on getting dot leaders set up with varying 'start' places in a Word
document... I am working a Frequently Called Phone Numbers list. Please
help! Thanks.

Insert two tab stops (preferably in the paragraph style applied to the
list). The first stop should be slightly beyond the end of the longest entry
(assuming the entries are almost but not quite the same length), and should
have no leader. The second stop should be where you want the following text
to start, and should have the dot leader. After the first part of each
entry, type two tab characters.
