Why doesn't the attachment appear in the header when printing out

When a person sends a message in HTML with an attachment and I print this
out, my attachment does not appear in the memo style header. Is there a
setting to fix this so that the attachment does appear in the header when I
print this email out?

Outlook 2003; install Service Pack 1

For all previous versions either convert the message to Plain Text first or
