Why doesn't my e-mail Rule for Junk E-mail work consistently?

My Rule for sending e-mail solicitations to Junk E-mail works for everything
but flower solicitations, which remain in my Inbox. I've created over a
dozen rules for the same flower solicitor, but its e-mails ignore the Rule
and stay in my Inbox. What's wrong with the Rule? Can I fix it?
 
You are probably being spammed from different fake addresses which makes the
messages look different than the one you added.
 
These are established companies (e.g. Flowers.com) I've done business with
before, so they wouldn't want to use fake addresses. Nevertheless, I'll save
and compare the next two I receive to see if they're different.
 
There are a lot of established companies who are unfortunately now having
their name and addresses used as spam.
