Why doesn't my browser load new data

I have a question about my browser. Every time i go to a
web page like optonline.net it shows me the page from the
last time i went as opposed to automatically loading the
fresh data. So for instance i went on yesterday and it's
showing me yesterdays wether and headlines the next day
instead of showing me the currents day info. In order
for me to get the currents day info i have to hit the
reload button. This was somthing i never had to do. My
cookies are activated and i have them on manual override
accepting all cookies including session cookies. This is
also preventing me from accessing my student loan website
saying that my browser is not set to accept cookies when
it actually is.

any help is appreciated thanks in advance

Try from IE, tools ,internet options , advance tab ,
check empty temperary internet files when browser is
closed , apply , ok. then go to
http://www.kellys-korner-xp.com/xp_tweaks.htm
and look for the fix to empty catch on next boot,run it
and reboot.Then run your disc clean-up.

Tools | Internet Options
Click Settings in the Temporary Internet files section.
Select Every visit to the page.
