Why does XP Pro sp2 cpu usage jump to 100%?

After installing SP2 on XP Pro, my pc occasionally becomes very
sloooooooooooow. Task Manager shows the System Idle Process fluctuating
between 97 and 99 percent of the cpu. All the remaining processes report
zero cpu used. In addition, Task Manager shows several occurrences of
svchost.exe, but they are showing zero percent cpu. The Performance Tab
shows cpu at 100 percent. . I have to reboot to get everything back to
normal operation.

I ran SpyBot and Norton Antivirus, but nothing is found. I have noticed that
my APC Powerchute Personal Addition v1.5 ups software is no longer running,
and the Powerchute icon, that normally appears in the system tray, is gone.
I checked the Powerchute log, and there seems to have been a power anomaly
(low voltage or power outage for less than 10 seconds) sometime prior to the
cpu usage jump. I have the latest ups software from APC. Could this be a
USB or advance power management problem with XP service pack two?

Suggest you avail yourself of a dictionary and look up 'idle'. Whatever your
problem is this isn't it.

I have the exact same problem with my copy of Windows Pro. I uninstalled SP2
and I don't encounter the problem anymore but unfortunately I could not find
any other help on it.
