why does the windows installer appear everytime I start outlook 20

after I have installed Outlook 2003 on my system (XP SP3), everytime, I start
Outlook 2003, the message "Windows Installer - Preparing to install" appears
briefly. why does this happen and what should one to prevent this message
appearing ?
