why does windows installer open when receiving mail

Everytime I receive e-mails in Outlook 2003 the windows installer box pops up
and says preparing to install. I can not receiev any more e-mail until it
times out. It pops up again as the next message is received and so on.

Try backing up your emails, calendar, contacts, sent items etc to a .pst file
on your hard drive. Then reinstall Outlook.

Thaks for the thought but I did that already. I completely uninstalled Office
and reinstalled. I also tried installing the latest windows installer
version. I still get the same thing. It also comes up when I right click on
an e-mail address on an e-mail to add to contacts.
