Why does the standard toolbar not appear in Outlook?

I am using Outlook 2003. The standard toolbar is shown when I open Outlook
Today but it is not there when I go to create a new message. This problem
only appeared after an Office update had downloaded the 'open in reading
format' for Word.
 
If you right-click on the toolbar area can you display it? You might need to
reset your toolbars or delete outcmd.dat to get it back permanently.

Bill, Many thanks for this. I can get the standard toolbar by using View or
right clicking, but I want it to be there all the time. Where do I find
'outcmd.dat' please?

Data\Microsoft\Outlook
