why does 'refresh' not work'?

Hi,

I put exactly the same website on two different providers. My problem is:
when i click left on a menu item and then i click on the 'refresh' button,
with provider A the present page in the main window is refreshed, but with
provider B (http://home.tiscali.be/philmai), the start page appears in the
main window. This happens on all computers on any connection to internet. I
conclude that the problem is on the provider B, but what can i do about
this?

They're probably using some sort of proxy cache, which some ISPs use to
increase browsing speed for their users, and reduce bandwidth costs for
them. I've only come across the problem a few times. Generally you have to
ask them to flush their browser cache, or ask for settings that allow you to
bypass their proxy server.
