Why does my taskbar forget changes I make?

Whenever I make changes to my taskbar, such as switching off the language toolbar or changing the amount of space reserved for my Quick Launch bar, the changes only last until I log out. Next time I start Windows or just log back in, my changes have gone.

Anyone have any idea why?

Create a new user profile and check if this works from here. If so,
copy the old profile to the new user and then delete the old user
profile.
