Why does my Outlook Today not have option to Customize?

It used to show Customize Oulook Today on the toolbar, but it has
disappeared, after it went back to my head office to be "mended"...
 
The button to customize should be on the Outlook Today page. The button
location tends to vary based on what theme is picked. (e.g. if using the
winter style, the customize button is in the lower right hand corner.)
