why does my outlook only open in Offline mode when I am using dial

I've got one machine with Office Outlook 2003 SP1 that does not automatically
connect in Online mode when using a remote connection. (i.e. dialup, vpn)
When Outlook is used on the home Enterprise environment it opens in Online
mode just fine. The machine is using Offline folders. I've attempted to run
Office repair, re-create the offline folder, and have even rebuilt the
computer to no avail. Any ideas?

Are you using cached mode? For all remote/laptop users, I tell Outlook to
prompt for connection/offline at startup. And advise VPN/RAS users to work
offline with scheduled syncs when connected...performance is generally a lot
better.
