(Exchange) Cached Mode: DataStore offline, Outlook does not recogn

We have an Exchange 2003 Server and have a problem in both real and test
environments:

When we deactivate the Mail Datastore (we have just one), clientside Outlook
does not recognize this and keeps being "online" (cached mode). Only when we
hard restart Outlook, the status is changed to "disconnected". However, when
we change the Datastore status back to online, Outlook inconsistently changes
its status to "connected", without having to restart the Outlook client.

(When the datastore is disconnected, with Outlook not having recognized it's
offline status, a new email can be sent but instantly gets the "not
delivered, no error code" answer from our exchange server.
The latter thing is just the reason I am trying to overcome this problem)

When you open the Account Settings for your Exchange Account and choose More
Settings... is the account set to "Automatically detect connection"?

Any firewall in between the client and the server perhaps blocking
Outlook/Exchange or UDP traffic?

I'm sorry for not informing you about that: yes, I already checked, whether
Outlook automatically tries to detect the connection: it does.

The client has a direct access to the Exchange server (in my testing
environment, I even have just one server (which has DC, DNS, Exchange
functionality).

Sharking the VM-Connection gives me a few MAPI packets (which seem to be in
an error state): they contain a request MAPI operation (10), then a reply op
(10), followed by an 11 request /reply.
