why does a horizontal line (black) unexpectedly appear in my text

I am using a line within my text to separate sections. I created it by typing
the underline character to my specified length. Sometimes when I am working
on my document, unexpectedly, the same line appears. Question 1: Why?
Question 2: how can I delete it? It is BETWEEN lines. In other words, if I
arrow up and down across the line, the arrow does not go to the line itself,
but only to the space above and below it. So how can I delete this thing and
prevent it from coming again?
