Why do the Taskbar Icons load differently on startup?

When I reboot or restart my computer, sometimes not always, the taskbar icons
load in differing order, and sometimes some do not load at all? What is
causing the variance and how can I stop it?

It's a race condition in that too many software applications are trying to
load at the same time.
You can solve this one of two or three ways:
1) Startup Delayer :

2) Remove one of the apps from loading automatically and start it manually
after you have logged on.
3) When you first boot and get to the (welcome) logon screen watch for hard
drive activity, when disk activity has totally stopped wait an additional 30
seconds and then enter your password and log on.
