Why do my rules not work/ cannot be deleted either?

I am running Windows Vista with Outlook 2003. 2007 did not work with other
programs we use daily, so we had to downgrade back to 2003 version. When I
set up Outlook '03 and put in about 10 rules, they all worked fine.. and
continue to do so. I have since tried to add rules with no luck, the rule
shows in the listing but have no action associated with them. I have tried to
delete them, but the delete button, along with the change & copy button are
not available.
I now have multiple copies of the same rule and cannot delete them, nor do
any of them work. Why?
 
"Why" is hard to say from the info provided. You can reset your rules by
starting Outlook with the /cleanrules switch.
Start-> type; outlook.exe /cleanrules
