why do incoming mails go to deleted items folder?

In outlook, certain incoming mails with benign attachments are delivered
directly to the deleted items folder, despite adding the sender to the safe
senders list. Any idea why and how can I prevent this?

You appear to have an add-in like an antivirus mail scanner or antispam
scanner or a rule that is performing the action.
