why do I see a long line on the top & bottom of my page

why do I see a long line on the top & bottom of my page. It looks like
whoever created the document put it in the header & footer, but I can't
access it to change or remove

It's probably a border applied to the paragraph in the header and footer.
Open the header and go to Format > Borders & Shading.
