Why do I keep losing the 'News' command after I put in into 'Go'

I wanted to access newsgroups and went to the 'News' command from
Tools/Customize/Commands/Categories:/Go/Commands: and dragged it into
Toolbar/Go and placed it just under the 'Mail' icon in the drop down window.
I then uploaded the newsgroups.
When I later re-booted the computer, the 'News' command had disappeared and
to get it back I had to re-install Windows XP Home as an upgrade.
I repeated everything again but the 'News' command has disappeared again.
I definitely don't want to install XP every time I want to view newsgroups.
Can anyone offer advice as to what's wrong?

To get the News command back, go back to
the Programs tab in Control Panel | Internet Options and change the default
newsreader to Outlook Express. If
OE prompts you to make it your default newsreader the next time you launch
it, clear the "Always perform this check..." box and then click the No
button.
