Why do deleted items return?

I am asking this for a co-worker: some of her e-mail Outlook messages keep
coming back after they have been deleted. I have checked several and they do
not appear to have any unusual settings that would prevent them from being
deleted.
We are using Microsoft Office Outlook 2003 (11.8010.6568) SP2.
