Why do ControlTip text only work when they getfocus

I've just finished a form and have found that ControlTip Text only appear
when the pointer hovers and The control has the focus. All other forms the
control dosn't need focus. These are standard Text boxes and Command Buttons.

I recall having the same issue - If I remember correctly, I think the fix is
to select each of your controls (in design view) and "bring them to the
front" i.e. Format --> Bring to Front
