why cant use new hotmail in outlook?

I use outlook 2003 and I can not use a new hotmail account in outlook.
I can use my very old hotmail account but not the new one.
Why does this happen?
If I can not use the hotmail account in outlook, then why outlook's
email fature exists anyway?

Presumably both accounts are free? New free accounts have not been able to
be used in Outlook for about two or three years AFAIK - the reason the old
one works is because MS allowed legacy accounts to be so used. If you want
to use your new account in Outlook you will have to upgrade to a paid-for
account.
Outlook was NOT designed originally to be able to access Hotmail
anyway....the email "feature" was originally designed for exchange Server.
then POP mail functionality was added, and finally HTTP mail in the form of
Hotmail.
