Why can't I send e-mail

I am having a problem with Outlook not sending e-mail. I have Outlook 2003
running on XP Home SP2. E-mail in the outbox will not send and are not
italicized. I checked the add-ins and disabled all of them (NOTE: I am not
running McAfee and not Norton.) When I got back into Outlook, it is still
hanging up messages in the outbox.
