Why can't I see a photo when I insert it in a document?

I guess this is the proper way to do this. Can someone answer my question?
I have Microsoft 2003. I used to be able to do this without any problems.
 
Hi,

Look under Tools|Options|View and make sure 'Picture placeholders' is not
checked.
