why can't i open chinese name .chm file?

Hi, I have a chinese name .chm file, but i can not open it. I found if i
rename the file to English name, then i may open it to read. My question is
how to open the chinese name .chm file. I try to download a chinese version
..chm viewer, but i can not find it.

..chm files are normally HTML Compiled Help Files. Where did you get it
from?

Nobody is going to open the attached file. It can and it most probably does contain either a virus\malware\etc. Please do not post any attachments or binaries on newsgroups for the safety of others.
