Why can't I insert cedilla and circumflex accents in Outlook

They work fine in Word, but not in Outlook. I can only insert the grave and
acute accents in Outlook. I can can cut and paste from Word, but that is a
pain.
 
What Outlook version?
What message type (plain text, HTML, RTF)?
What happens when you try?
Have you tried Word as your email editor?
