Why can't I go to User Accounts?

I am the only user of this machine. I have administrator privileges.
I cannot double click on (execute) the user accounts icon in Control
Panel. When I try, there is no response, just a quick blink. So I
cannot use 'User Accounts' to do anything, since I can't even bring
the window up.

When I right click on My Computer, and select 'manage', I get a window
in which I can go to Computer Management>Local Users and Groups>Users
and I see my logon, 'Administrator, and 'Guest'. The properties
(right click on my logon) for my logon show that I belong to
Administrators and Users.

I'm thinking that maybe I am not logged on with administrator
privileges, but I have no idea why, nor do I find a way to try to
correct things. Heck, if I could create me as a second user I would,
and I would try to assign that user as administrator, and I would
remove me as first user (remove me). But, alas. I cannot.

Can anyone help me here? I previously tried a different group, but I
guess I exhausted their ideas. So I thought I might find a unique
source of help-info here. Sorry for the extra post, but I am kinda
desperate to solve this.

Any one can normally access the user control panel. However non-admin users
can only see and alter their specific log on information.

Try start->run->control userpasswords [enter]

to see how far you get.
