why can't I delete from the "recycler" folder??

I recently removed lots of virii and worms from my win2000 machine, and
found a few of the files I thought I had deleted in a "recycler" folder,
but it would not let me delete them... why? and how can I get rid of
them?

Perhaps you a have a NTFS partition.
To tell if it is NTFS, right click the partition root (C:, D: and so on) in
Windows Explorer, choose Properties and read under General tab the "File
System". If it is NTFS, go in Windows Explorer to menu Tools, option Folder
Options. In the dialog box Folder Options choose the tab View and uncheck
"Hide protected operating system files", then click OK.
Now you must see the recycle bin as a folder "RECYCLER" in the root of the
drive. Right-click the folder, choose Properties, go to tab Security. My
Recycle bin has all the possible rights enabled (Everyone has all the
rights) , but if you really need this and the rights are modified, click Add
and from "select users or groups" window choose your user name. Click OK and
your name will appear under Name. Go below, to Permissions list and check
Full Control. Now you can delete it and after a restart Windows should
restore the folder (but not the content).
To delete something without sending it to Recycle Bin type Shift+Del instead
of Del.
You can also disable the recycle bin right clicking on it and setting its
Properties (check the box "Do not move the files to recycle bin" and set the
reserved space to 0).
