Why can't I create reports without exclusive access to the file?

I'm using Access 2000 SP3 over a Windows 2000 network with many users
accessing the file. When I try and create a new report I get the following
message:
You do not have exclusive access to the database at this time. If you
proceed to make changes, you may not be able to save them later.

I have converted this database from Access '97. Using the '97 version I was
always able to make new forms or reports and change existing forms or reports
as long as nobody had the specific form or report open. Access 2000 won't let
me create or change anything but a query while someone else has the file
open. Any ideas?
 
Why wouldn't you have exclusive access to the file?

Are you saying that all users open one copy of the client instead of each
having their own local copy? Does this one file also contain all your data?
Do you like this data?

Giving each user their own copy is more work when a new verison needs
to be pushed out, but the advantages outweight the disadvantages.

Split off the data and give everyone their own copy of the client.

It is best to be working exclusively when doing any development. There
are too many chances of stepping on someone's toes. For editing data Access
has record locking, but not for design changes.
