why can't i connect to hotmail

anytime i try to send/recieve i keep getting an error message telling me to
restart outlook.
maybe i set up the account wrong but i can't see how.

Please help ??
 
MS is in the proccess of blocking OL access to hotmail, unless you opt for a
premium account.
