why can't I backspace in the preview pane?

If you mean "why can't I get back to the previous page after clicking
a link in the preview pane" then try a right mouse click and select
"back".
 
When designing a page in "Design" mode and then switching to the "preview"
mode, when I type into a text box, I'm not able to use the backpace button.
Is there a setting that needs to be changed?

You are not changing anything as long as you are in preview mode. Go
back to design view to make changes. Is that what you are asking?
