why can't I access my Start Menu, etc?

Even though I running as Owner/Adminstrator, Vista Basic will not let me
access certain folders under my Owner user (that's me). How can I correct
this? I want total access to everything. It denies me access to:

o Start Menu
o Local Settings
o Application Data

The message is: "C:\Users\Owner\Start Menu is not accessible. Access is
denied."

I have UAC turned off, but I doubt that matters.

My ultimate goal is to arrange the Start Menu to my liking, just as I did in
Windows 2000 and every previous version of Windows.

Hi,

Those aren't folders, though they look like them. Note that they all have a
shortcut on them. They are junction points for compatibility with older
software that expects those folders to be present. They actually redirect to
the proper location in Vista. IE:
o Start Menu
C:\Users\ said:
o Local Settings
C:\Users\ said:
o Application Data
C:\Users\<user>\AppData

What you're probably pointing to is a shortcut to the Start Menu.

Use [on mine] C:\ProgramData\Microsoft\Windows\Start Menu\...
