why can i send but not recieve in Outlook

I have a new HP laptop with Vista. I use Outlook for e-mail. We have two
homes. When in town where I use Cox as my ISP I have no problem. At the ranch
where I use satellite with Hughesnet I can receive but cannot send e-mail. It
goes immediately to the outbox. This forces us to log onto web mail and use
the internet service where everything works fine. As soon as I reconnect in
town everything in the outbox immediately goes out.

I need help. Hughes says it is not there problem as does Cox.
pop.central.cox.net on port 110 is my incoming setting and
smtp.central.cox.net port 25 is the outgoin. As I said these work fine in
town.

You need to make sure that you authenticate your smpt server.
In Account Settings click on Advanced-Outgoing Server and check the box.

Cox is only allowing you to use their SMTP server when you are connected to
their network, i.e. when you are in town. They will block you when you are
coming from another ISP - this is to prevent spammers from having free access
to an SMTP server.

When you are at the ranch, try using Hughes' SMTP server - smtp.hughes.net
(for your outgoing). Many ISP's do this.

Thank you Abe V. I tried this a couple of weeks ago. It didn't help. Do you
think the problem is with Cox or Hughes?

Here's more info. The first satellite we were assigned with hughes worked
fine when it worked. They changed us to a different satellite and it no more
workie.

Hello again Gordon. I believe the problem is definitely with Hughes. When
you are at home (on Cox's network), you authenticate fine with their SMTP
server and are able to send mail. It is when you are on the satellite that
you have problems, right?
Here's more info. The first satellite we were assigned with hughes worked

That seems strange. I don't think the SMTP address would change between
satellites - it should still be smtp.hughes.net. It is possible that there
is some authentication that may need to be done, as Gordon has suggested.
Try going to Tools->Account Settings->select your email account->click the
"Change" button->More Settings->Outgoing Server, then check "My outgoing
server requires authentication" and click "Log on using" and type in your
Hughes satellite username and password.

Cox's network probably doesn't require a username and password. I'm on
Charter and I know that theirs doesn't (but if you are coming from outside of
the Charter network, you will get rejected).

Also, you will need to change these settings every time you go between the
ranch and home (e.g. when you are home, you have to use Cox's SMTP server.
When you go to the ranch you have to use Hughes's. Otherwise, you will get
rejected everytime.). It might be easier to set up two different profiles
with the same email accounts but different SMTP addresses to do this so you
don't have to keep typing in server addresses everytime you travel.

From Cox's site:

Q: Do you offer SMTP authentication or POP before Send capabilities so I
can continue to use my Cox account while on the road?
A: We do not currently offer this feature, but you can continue to use Cox
WebMail to send and receive emails while away from your Cox High Speed
Internet connection.

In other words, smtp.central.cox.net might be fine and working as Cox said,
but they didn't get that you were trying to use them while not actually
connected to Cox's network.

You could try using Hughes' smtp server, but that might not let you send
since you're not sending from a @hughes.net address.
