Sending in Outlook

I have two homes and am forced to use two different ISP's. In town my ISP is
Cox cable. At the ranch it is Hughesnet via satellite. In town Outlook works
just fine. No problems. At the ranch we can recieve but not send. I have to
use web mail which does work at the ranch but I don't like to use it. I have
tried checking the outgoing server authentication and have also tried using
smtp.hughes.net as my outgoing mail server rather than smtp.cox.central.net
which is what I use in town. Nothing seems to work. Can anyone out there help
me?
