Why are other people able to overwrite the templates I create?

I am trying to create a template with drop down menu's - it doesn't seem to
be working as people can overwrite the template and when they try to save it,
it saves itself as another template?
 
It sounds as if you are creating a form. If you have actually saved this as
a template (*.dot file) and protected it for forms, then users will not be
touching the template at all but rather entering data in a new document
based on that template. For more, see

I've fixed it now, thanks.
I've managed to section off areas in my document which are protected. But
now, an image lies in the section which is unprotected but it won't allow me
to edit it.
