why are my html messages converted to plain text when sent?

All messages I send in Outlook2003 are converted to plain text. I have the
default mail settings set to HTML, I compose and embed a photo, but all
recipients do not get an html message, they receive a plain text message with
an attachment. why is outlook converting these messages?

Are you using HTML or RTF? Are the contacts set to receive plain text?

Are you using Exchange server and if so, did you ask the administrator if
they have exchange configured for plain text to the internet?
