why are embedded jpegs/gifs showing up as attachments?

When I receive email with embedded jpegs or gifs I see a picture box with a
red x in the upper left corner, the pictures are attached.

What settings do I have to change?

I suspect that the pictures are not truly embedded. Outlook always shows
attachments as attachments.

Change the settings for HTML mail: Tools, options, security, change auto
download settings, uncheck "don't download pictures or other content......."
Leave Warn me...checked.
