IS THERE A WAY TO SEE WHO IS USING MY WIRELSS MODEM, WITH OR WITHOUT MY
PERMISION.--

The question you pose is much too general, and has nothing to do with Windows
XP. Check your wireless modem's manual for what you're looking for, and if
you don't want the public to use your wireless modem, you need to secure the
connection -- again, check your manual for how to do that.

How are those upper case letters treating you?
Kinda hard on the eyes here.
Some might even think you are 'shouting'...

You need to look at your wireless router's logs. Your owners manual/usage
manual for your particular router will have more information. This has
little to nothing to do with Windows XP - as you are probably not using your
Windows XP computer system as a wireless router. (Not saying it is
impossible - very improbable based off nothing more than what I have seen in
this post...)

Turn off your Caps Lock! It's considered as shouting in newsgroups,
it's rude and makes your posts difficult to read.

You are looking at the wrong end of the horse! If you properly set up
and secure your wireless then you won't have to ask "Who is using my
wireless"!

You wireless router has a setup page...read the manual on how to access it.
Part of that setup page is a tab that shows you who is connected at that
point in time.It gives you the MAC address and the "name" of the machine.
If you wish no one to access setup the security options and tell no one.
if you wish to control access give the access code only to those that you
allow.

look for a program called
Air Snare
detects net traffic and shows who is using what and allows you to boot them off.

Maybe this person is deaf and doesn't realize they are shouting. <grin>

Sadly there is a lot of truth in this ... I am hard of hearing, and
people often accuse me of raising my voice when I think I am speaking at
a normal level. It would be helpful if more people would understand
that SHOUTING IS NOT ONLY COMMON AMONG THOSE WITH WIRELESS MODEMS BUT
ALSO among those with SERIOUS hearing disABILitieS.

A joke in poor taste. No offense meant.
