WHO DO I CREATE A STATICT TIME FORMULA IN EXCEL?

I want to creat a formula to insert a statict time in a cell depending the
value from other cell.
 
you will have to provide more info than this. What is the other data?
What are the conditions that control what time you want
 
Ok!!!

I am doing a inventory and I want to record the time and date when the
record is entered.

Example:

I insert a record in cell A2, and I want to get the date in cell B2 and the
time in cell C2.
