I just downloaded a service manual document having file extension <.rar>.
Don't know how to open it. Word and Notepad don't do it. The file appears to
be a binary type.

It is a compressed archive file, just like .zip is a compressed archive
file. Windows' own archive support handles only .zip files. WinZip can
probably read .rar files but only creates .zip files. UltimateZip is free
(but is adware) and probably supports reading .rar files (but I don't know
what archive filetypes it can created). Normally WinRAR is used to read and
write .rar files (but is not free).

In the future, when trying to determine what supports or creates a
particular filetype, visit http://filext.com/.

rar files should be opened with WINRAR available from www.rarlabs.com
it will ask you to pay for it but if you can do with the warning you never
need to, it always works

ZipGenius is one, NewToolz is another.
..rar is a form of compression, often used to compress huge files into
many smaller compressed pieces. These free tools will assemble the
pieces, if you have more than one, and then do the decompression.
