WHICH IS BEST FOR HANDLING EMAIL---OUTLOOK OR OUTLOOK EXPRESS?

I am torn between keeping outlook express for my email program or moving
everyhting to Outlook. Seeking opinions on which works best.

No one can answer that but yourself. If Outlook Express serves all of your
email needs, stick with it instead of using a program that is more complex
than your needs dictate. Many people use both: Outlook Express for mail and
Outlook for its calendar, contacts, etc.
